		<description>Uhh, how is that personal liability? The taxpayers end up paying the losing costs and the agents get a paper reprimand and a few weeks of paid administrative leave. However, this is the critical point. As long as there is no personal liability (for either the agents or the administrators creating the policies) -- as long as there is a government monopoly on the courts and policing -- no solution is just and things will naturally continue to hatchet up, despite commendable efforts from websites such as this.</description>
